Staff Report County Sanitation District Annexation Agenda Item Nos. 2 Through 5

Agenda Item Nos. 2 through 5 are uninhabited annexations to County Sanitation Districts, involving 100% landowner consent:

District No. 21

2) Annexation No. 671 - 19.043 acres located on Padua Avenue, north of Pomello Drive, within the City of Claremont. The subject territory is proposed to be developed as 18 single-family homes. A negative declaration has been adopted for the project. Landowner, Lewis Homes Enterprises (Gerald T. Bryan, Authorized Agent).

3) Annexation No. 672 - 101.684 acres located on Fullerton Road, south of the Pomona Freeway, in the unincorporated area of Hacienda Heights. The subject territory consists of a cemetery, with a mortuary. The project is exempt from the provisions of CEQA Landowner, The Roman Catholic Archbishop of Los Angeles (Terrance L. Fleming Attorney-In-Fact).

District No. 32

4) Annexation No. 203 - 125.197 acres located on Hillcrest Parkway, west of The Old Road, in the unincorporated area of Val Verde. The subject territory will be developed as 226 single-family homes. A negative declaration has been adopted for the project. Landowners, Hillcrest 376, LLC and MBK Homes Ltd.

5) Annexation No. 246 - 57.594 acres located north of San Fernando Road, and west of Valle Del Oro, in the City of Santa Clarita. The subject territory will be developed as a self-storage facility on 3.5 acres, with approximately 54 acres of adjoining vacant land zoned as Residential Low and Community Commercial. A negative declaration has been adopted for the self-storage facility. The City of Santa Clarita's General Plan Environmental Impact Report covers the vacant land. Landowner, EZ Access Self-Storage, LLC (Larry Rasmussen, Owner-Manager).

Conclusion

County Sanitation District Nos. 21 and 32 have determined that, based on the Information provided by the property owners, the District's sewerage facilities have or, in accordance with current policy, will have adequate capacity in the district's facilities to collect, treat, and dispose of the wastewater anticipated to be generated as a result of the proposed annexation.

Annexation No. 203 is not consistent with the sphere of influence of County Sanitation District No. 32, and will therefore require an amendment to the district's sphere of influence.

Recommended Action

1. Find that the lead agencies' environmental documents have been reviewed, and have been found to be adequate for consideration of these proposals.

2. Amend the sphere of influence for District No. 3 2 to include the territory involved in Annexation No. 203.

3. Adopt resolutions making determinations and approving Annexation Nos. 671 and 672 to County Sanitation District No. 21; and Annexation Nos. 203 and 246 to County Sanitation District No. 32.

4. Designate County Sanitation District Nos. 21 and 32, respectively, as conducting authority. Authorize the districts to proceed with the annexations, without notice and heating, pursuant to Government Code Section 56837.

Staff Report San Dimas Annexation No. 1999-01Agenda Item No. 6

This is an uninhabited annexation proposal initiated by Landowner Petition. The request is to annex 3.9 acres of property owned by the Crestwood Corporation to the City of San Dimas.

The entire property is a planned sub-division that allows development of fourteen (14) new homes. A tentative tract map for the development has been approved by the City of San Dimas. The final map will not be processed until the annexation process has been completed.

The subject property is located to the west of Sunflower Avenue, south of Badillo Street and north and west of the City of San Dimas who has pre-zoned the property as SF (Single Family) 7500 on the city's general plan.

All affected agencies have adopted the appropriate tax transfer resolutions.

Conclusion

The proposed annexation is consistent with the adopted sphere of influence for the City of San Dimas.

Recommendation

1. Find that, pursuant to State Guidelines, a categorical exemption is adequate for consideration of this proposal.

2. Adopt a resolution making determinations, and approving annexation of territory to the City of San Dimas, subject to withdrawal of the subject territory from County Road District No. 5.

3. Designate the City of San Dimas as the conducting authority and authorize the city to proceed with the annexation, without notice and hearing, pursuant to Government Code Section 56837.
