SAN PEDRO-WILMINGTON PETITION VERIFICATION AGENDA NO. 2

April 25, 1999 was the last day for the San Pedro/Wilmington petition circulation. The Harbor VOTE chief petitioners has advised staff that they have gathered over 17,000 petition signatures and that they would soon deliver those petitions to LAFCO for signature verification. As only 13,469 signatures area required, to meet the 25% threshold, they are confident the petition will qualify.

Inasmuch as LAFCO has, as a matter of policy previously required the chief petitioners of the San Fernando Valley movement to pay the cost of a 3% random sample count, it would be appropriate to continue that policy for the San Pedro/Wilmington petition count. In the event the 3 % random sample count does not meet the I 10% valid signature requirement then in that event LAFCO will do a full count (100%) of all the signatures as we did in the San Fernando Valley petition.

The cost of a 3% random sample count would equate to counting approximately 404 signatures at a total cost of approximately $550.00 to the petitioners of the San Pedro/Wilmington area. In the event the 3% random sample count does not meet the 110% valid signature requirement then a full count would cost approximately $23,000.00 and that cost would be paid by the County of Los Angeles through the supplemental LAFCO budget funding approved by the Board of Supervisors on December 15, 1999.

It is staff's recommendation that your commission require the Harbor VOTE chief petitioners to deposit, with LAFCO, the cost of a 3% random sample petition verification.
