Valley VOTE is a diverse, Valley-wide coalition of San Fernando Valley residents, educators, business leaders, community activists and organizations who support a LAFCO study (Los Angeles County Local Agency Formation Commission) on the issue of creating an independent Valley City.


Executive Board Minutes to the Meeting - April 19, 1999

Actions Taken:

I Administrative Report:

Members were reminded that the meetings are now the 3 Monday of each month. Ollie MacCauley was added to the Executive Board by a vote of the Executive Board Members

Public Education and Outreach

Carlos Ferreyra gave a brief report. Discussed the meeting of the PR Committee.

An Announcement was made about a meeting of the League of women voters for 4/20/99. Members were encouraged to attend.

II LAFCO Process and Update

A report was made that the application for LAFCO was submitted on April 14th. The applicants were Marie Harris, Carlose Ferreyra, John Walker, Jeff Brain and the Valley Study Foundation Inc.

A report was made on the manner in which the indemnity issue was solved. There is no indemnity by any applicants unless one of the applicants disqualify county counsel from representing LAFCO and then only the Study Foundation is liable, none of its officers, directors or members.

Richard Close made a report on the scoping study, the seven step study process that has been outlined.

He also reported on efforts to obtain funding from outside sources for the study. He reported that

Buck McKeon and Brad Sherman requested $2,000,000 from the Federal Government.

A report was made on the upcoming April 22, 1999 meeting and May 10th, meeting with the 21st century commission. A motion was made and approved for a letter to be drafted and sent to Mayor Riordan to request his cooperation for the study.

III Government Consultant

A Report was given on the Consultant interview process. A committee was formed that includes David Fleming, Richard Close, Bob Scott, Walter Prince, Carlos Ferreyral, and Mel Alferrera to serve as a selection committee.

Bob Scott was not present so Jeff Brain made a brief report on the need to create a vision statement. He also discussed the need for the town hall forums.

IV. Fund Development Report

Richard Leyner reported that Sandy Goldstein had been selected and had several appointments already. The counter money boxes are being ordered.

V. Citywide Report

Jeff reported that San Pedro believes they have enough signatures.
